Oversee all aspects of the child development center including program development, supervision, budget, grant securement and management, and enrollment.


  • Receives general supervision from Dean of Health and Human Services.
  • Exercises direct supervision over Child Development Center staff.


Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

  • Develop, plan, implement, and administer all aspects of program development, supervision, budget, money management, enrollment, and facilities.
  • Solicit and manage grant opportunities.
  • Evaluate activities and operations of the Child Development Center program; evaluate and ensure that operations meet the goals and objectives of the college and the needs of the student population; establish and monitor program evaluation systems and procedures.
  • Participate in the development and administration of the Child Development Center budget; recommend funds for equipment, materials, and supplies; recommend staffing needs.
  • Prepare various reports and correspondence related to assigned area; maintain files and student records.
  • Recommend the selection of staff; train, motivate, and evaluate staff; provide or coordinate ongoing staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Oversee the smooth flow of the program and its adherence to the stated philosophy.
  • Comply with codes of all state and local governing agencies: social services, fire, and health departments.
  • Comply with all NAEYC accreditation policies and procedures.
  • Serve on a variety of committees and study groups; research and develop recommendations related to the Child Development Center.
  • Plan and develop with the various Health and Human Service programs and other appropriate curriculum, the schedules for student observations and other inter-professional activities within the Child Development Center.
  • Provide direction and implementation for the development of enrollment, parent conferencing, parent education, and parent involvement.
  • Oversee the care, safety, and well-being of all children in the program.
  • Build networks within the community

Other Important Functions:

  • Oversee and participate in the Child Development Center’s efforts to recruit and enroll children in the Center; coordinate the development, review and revision of Child Care publications, publicity and other community relations activities.
  • Coordinate the training, certification, and support services of the Child Development Center.
  • Coordinate the selection, use and maintenance of equipment and facilities assigned to the Child Development center; review materials and supply needs; submit requisitions for additional supplies or facility maintenance.
  • Coordinate staff assistance with the Early Childhood Education program director for student instruction and participation in the Child Development Center
  • Prepare and present staff reports and other necessary correspondence as needed by the college.
  • Represent the college to the community and outside organizations and on various boards and committees.
  • Perform related duties and responsibilities as assigned.


Knowledge of:

  • Organizational and management practices as applied to the planning, analysis and evaluation of programs, policies, and operational needs.
  • Basic principles and practices of budget preparation and administration.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent federal, state, and local laws, codes and regulations.
  • Principles and practices of curriculum development and instructional teaching strategies.
  • Current trends, research, and development in Child Care.
  • Safety training, maintain current certification in first aid and CPR.
  • Community resources including health, remedial services, and child development specialists who can assess infants when there is concern about development.
  • Early childhood growth and development and appropriate academic programming.

Ability To:

  • Interpret and apply college goals, objectives, policies, procedures, rules and regulations.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Recognize different learning styles.
  • Select, supervise, train and evaluate assigned staff.
  • Effectively direct the provisions of the Child Development Center in support of the College.
  • Maintain positive relationships with children, staff, and parents.
  • Provide ongoing staff training sessions and to maintain appropriate materials for staff and parent use.
  • Prepare and analyze administrative and statistical reports, statements and correspondence.
  • Gain cooperation through discussion and persuasion.
  • Organize work for timely completion.
  • Interpret and apply federal, state, and local policies, procedures, laws and regulations.
  • Conduct meetings in an effective and efficient manner.
  • Prepare and maintain the Child Development Center Program budget.
  • Establish and maintain cooperative working relationships with those co-workers.

Maintain effective audio-visual discrimination and perception needed for:

  • Handling varied tasks simultaneously

Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:

  4. Standing or sitting for extended periods of time

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Minimum Education/Training:

  • A bachelor’s degree in Child Development, Early Childhood Education, or a related field with at least 12 semester hours in child development, child psychology, early childhood education or other directly related course work from an accredited college or university.
  • At least 4 clock hours of approved playground safety training or must take within 6 months of employment.
  • Verification of having successfully completed or currently pursuing NC Early Childhood Administration Credential.
  • North Carolina Child Care Program Administration credential or obtain within 18 months from date of employment.
  • Successful candidate must be at least 21 years of age.

Minimum Experience:

  • Two years of full-time verifiable child care work experience or one year of full-time verifiable child care or early childhood work experience and a North Carolina Early Childhood Credential. The experience must include some administrative responsibilities.

Preferred Education/Training, Experience, Skills:

Experience in effectively managing and directing a Child Development Center.
